Most cannabis consultants serving Minnesota are headquartered somewhere else. We are not. Minnesota Green Guides is based in Rochester, which means when an Olmsted County applicant needs to sit down across a table, walk a prospective cultivation site, or coordinate with county staff, we are already here.
That local presence matters because Rochester does cannabis registration differently than many people expect. Minnesota's cannabis law sets the statewide rules, but the day-to-day reality of opening a cannabis business is decided locally. In the Rochester area, the local decisions have already been made, and they are specific:
On November 18, 2024, the City of Rochester delegated cannabis business registration to Olmsted County Public Health. Smaller cities and townships across Minnesota frequently delegate cannabis registration to the county, and Rochester chose the same path. We know which office reviews your file and what they look for.
Olmsted County has capped cannabis retail at 14 registrations. State law sets a floor of no fewer than one retail registration per 12,500 residents, and the county may allow more. With a finite number of slots, preparation and timing both work in your favor.
Olmsted County zoning confines cannabis uses to agricultural and commercial districts in unincorporated areas. We confirm that a parcel is properly zoned and clears the buffers before you sign a lease or purchase agreement.
Under Minn. Stat. 342.13 and 342.22, local governments cannot ban licensed cannabis businesses. They can set reasonable time, place, and manner rules, including buffers up to 1,000 feet from schools and up to 500 feet from day cares, treatment facilities, and certain attractions for minors. The temporary moratorium authority expired January 1, 2025.
Every Minnesota cannabis business has to clear two tracks: a state license from the Office of Cannabis Management (OCM), and local registration before you can begin sales. The state piece covers your business plan, financials, facility and security design, standard operating procedures, and owner background checks. The local piece — in our area, through Olmsted County — confirms your site, zoning, and buffers.
