Duluth is the commercial anchor of northern Minnesota, and it has moved deliberately on cannabis. The city adopted its cannabis ordinances on November 25, 2024, and chose to cap retail tightly. For operators who want to serve the North Shore and the Arrowhead region, understanding exactly how Duluth handles registration is the difference between a viable plan and a stalled one.

Duluth capped cannabis retail at 7 registrations. State law only requires a floor of one registration per 12,500 residents, and Duluth set its cap accordingly. With limited slots, every detail of your package matters.
Duluth issues retail registrations first-come, first-served, and a waiting list already exists. The operators who are fully prepared — complete application, compliant site, cleared buffers — are the ones positioned to claim a slot first.
Under Minn. Stat. 342.13 and 342.22, Duluth cannot ban licensed cannabis businesses. It can require buffers up to 1,000 feet from schools and up to 500 feet from day cares, treatment facilities, and certain attractions for minors. The temporary moratorium authority expired January 1, 2025.
Every Minnesota cannabis business clears two tracks. The first is a state license from the Office of Cannabis Management (OCM), covering your business plan, financials, facility and security design, standard operating procedures, and owner background checks. The second is local registration — in Duluth, through the city under its 2024 ordinances — which is required before you can begin sales.
