Getting licensed here is not just about the state application. It is about understanding how Minneapolis has chosen to regulate cannabis within the limits state law gives it.
Minnesota's adult-use cannabis framework is set statewide by the Minnesota Office of Cannabis Management (OCM), but cities get a defined role under Minnesota Statutes section 342.13. That local-control section is important: cities and counties cannot ban licensed cannabis businesses, but they can impose reasonable time, place, and manner rules. Minneapolis has used that authority to shape where and how cannabis businesses operate, while keeping the market open. Knowing exactly how the city has used those powers is the difference between a smooth opening and an expensive false start.
Minneapolis adopted a cannabis ordinance that took effect November 9, 2024. A few features of that ordinance stand out and directly affect your plans:
State law would have allowed Minneapolis to limit retailers to no fewer than one registration per 12,500 residents. The city chose not to cap the number of cannabis retailers at all. That is an intentionally pro-competition stance: more room to enter, but more competitors to stand out from.
State law allows cities to set school buffers as large as 1,000 feet. Minneapolis set its school buffer at just 300 feet, which opens up significantly more eligible real estate than the state maximum would allow.
Cannabis businesses in Minneapolis must be located within a contiguous commercial or industrial area of at least 3 acres. This shapes site selection more than almost anything else, and it is easy to get wrong without checking the parcel first.
Beyond your state license, retailers must complete local retail registration with the city before making sales, as required by Minnesota Statutes section 342.22. We make sure nothing falls between the state and local steps.
Because local rules can be updated, always confirm the current requirements on the City of Minneapolis cannabis page before committing to a site or lease. One note worth knowing: the temporary interim-moratorium authority that some cities used early on expired January 1, 2025, so cities can no longer pause new cannabis businesses while they write rules.
